Russia Suspends Arms Agreement Over U.S. Shield
MOSCOW, July 14 — President Vladimir V. Putin, angered by American plans to deploy a missile shield in Eastern Europe, formally notified NATO governments on Saturday that Russia will suspend its obligations under the Conventional Forces in Europe Treaty, a key cold war-era arms limitation agreement.
The decision ratcheted up tensions over the missile shield plan, but also reflected a trend of rising anti-Americanism and deep suspicion toward the West here as Russia’s March presidential elections approach.

Army chief warns Poles: if you want U.S. shield, buy gas masks
MOSCOW, July 16 (RIA Novosti) - Russia's highest-ranking military officer condemned Monday U.S. plans to deploy a missile shield in Europe, and jokingly warned Poles that they might need to prepare themselves by buying gas masks.
When a journalist from Trybuna, a Polish daily, suggested that Poles might need to think about buying warm clothes to prepare for being sent to Siberia in the case of a Russian retaliation to the missile shield project, Army General Yury Baluyevsky, Chief of Staff of the Russian Armed Forces, said it wasn't warm clothes they would need, but protective equipment.

U.K. to expel Russian diplomats
LONDON, July 16 (RIA Novosti) - Britain's foreign secretary said four Russian diplomats will be expelled from the country over Moscow's refusal to extradite a Russian suspect in the murder of former Russian security officer Alexander Litvinenko in London.
"We have chosen to expel four diplomats, four particular diplomats, in order to send a clear and proportionate signal to the Russian government about the seriousness of this case," David Miliband told parliament Monday.
Andrei Lugovoi, also a former security service officer, has dismissed British charges against him as political. He met Litvinenko on the day he fell ill in London.
Russian authorities said the response to British measures would be "appropriate", a source in Moscow said.
"If London resorts to such measures, Moscow will have the right to respond appropriately, basing its actions on international practice," the source said.
"As far as I know, Russia did not impose sanctions on the British diplomats caught for spying," he said, referring to a January 2006 incident with a group of British diplomats caught and filmed in Moscow with a spying electronic device.

Hugo Chavez visits Russia
MOSCOW, July 5 (RIA Novosti) - Russia and Venezuela are preparing a contract for the delivery of Russian-made diesel submarines to the Latin American country, the head of Russia's state-run arms exporter said Thursday.
""We are holding talks with Venezuela on the delivery of diesel submarines to the country, but a contract has not been signed," Sergei Chemezov said. "We will sign it [the contract] as soon as negotiations are completed."
